ZWT Homes for the Destitute
The establishment/extension of additional ZWT Homes for the destitute during next
three years is planned for all major cities.
Peshawar Quetta, Muzaffarabad, Chitral, Gujranwala and Lahore. The estimated cost of the above facilities is over Rs.100 million.
Rehabilitation Centre for Heroin Addicts
Rehabilitation and associated training centres are planned for learning skills. A ball point manufacturing plant will be established at Super-Highway, at a cost of Rs.2.5 million. This is in addition to the drug abuse rehabilitation programme already in Operation
Ambulance Centres And Associated Ambulances
The number of ambulances will be increased from existing 40 ambulances to 1650 ambulances over the next two years. The total cost of ambulance Centres and associated ambulances will be approximately 96 million.
Rural Centres
Rural Welfare Centres will be established to organise medical and other aids to the poverty and drought stricken areas of Utthal in Baluchistan, and Thar and Cholistan in Sindh. These centres will supplement the Foundation’s relief centres already in Operation.
ZWT Community Centres
In its next phase of development, Highway Centres, which are mainly located in rural areas, shall be converted into community centres to create awareness regarding literacy, health, sanitation, safe drinking-water and immunisation. The programme will also support the community for solving their problems on self-help basis. Small loans will be granted for poultry farming and cattle breeding through ZWT Community Centres.
Establishment of Specialised Centres for Treatment
For treatment of renal problems and poor cancer patients, the Foundation hopes to build specialised hospitals and surgical units in Pakistan.
Ambulance Aircraft
Five ambulance aircraft’s will be acquired within the next Ten years.
Construction of Hospitals at Every 100 Kilometres
During accidents on highways, deaths occur due to non availability of timely medical treatment. The Foundation hopes to build traumatology centres during the next three years at every 100 kilo meters to save precious lives.
ZWT Public Kitchen
ZWT Foundation hopes to build public kitchens in major cities of Pakistan and in Third World countries during the next three years for basic food supplies to the poor, needy and drought-stricken areas.
Establishment of Reserve Funds
In order to run ZWT services and meet recurrent expenditures on long-term footing, the Foundation hopes to raise Rs.400 million within the next five years as a reserve fund which will act as a fixed deposit base. These funds will be generated through community efforts.

DISASTER MANAGEMENT
Disaster Management is the core area of work of the Zahra Welfare Trust. Besides natural disasters to which our country is prone to, we now suffer from many man-induced disaster situations, which is a fall out of situation along our western borders. The ZWT has set accordingly priorities (see ZWT Program Priorities) of Disaster Management.
The ZWT works auxiliary to the government and supplement its efforts in providing humanitarian services to the most vulnerable, in line with the fundamental principles of humanity without any discrimination on the basis of nationality, race, religion, class, color, creed, gender or political opinion.
Disaster Preparedness encompasses two major components i.e. software and hardware activities. In software support it includes trainings at community levels aiming to enable the local community and volunteers to cope up any disaster situation within the area. These trainings include basic Disaster Management Skills that are deemed necessary for success of community based disaster preparedness. ZWT uses Disaster Management (DM) tools to better initiate the activities in the vulnerable communities. Such as, ZWT uses vulnerability and capacity assessment (VCA) in the context of disaster preparedness. Other trainings include Community Based First Aid Training (CBFA), Composition of Local Disaster Preparedness Teams, Community Awareness Sessions, Community Based Risk Reduction Trainings, Simulation Exercises etc.
Disaster Preparedness hardware support covers small mitigation projects in vulnerable communities, establishment of Disaster Management Cells at vulnerable districts with technical, human and material support. It also includes maintenance of minimum stock level of relief stores at all the time, communication and team of volunteers to respond immediately to any disaster situation.
In Disaster Response our immediate concern is to provide relief including Shelter, Food and medical assistance to the disaster affectees to enable them to resume their normal daily life independently. Our response mechanism works from National down to community level.
Zahra Welfare Trust (ZWT) under the new leadership has envisaged Disaster Management as the most important area of work, so as to build the local capacities of the most vulnerable communities in order to cope with the localized disasters. The new vision (see Disaster Management Policy) of HWT work entails the following;
*Building, enhancing and strengthening the present Disaster Management Capacity Structures of the ZWT at the Grassroots level.
*Identification of the Most Vulnerable Districts and creating the HWT presence in those areas.
*Equipping the Disaster Management Structures in terms of human, technical and material resource
.
*Increasing the Integration of the ZWT Programs for reaping effective results at the ground.
*Improved Coordination Amongst the Local Partners at the National and at the grassroot level to avoid duplication of effort.
FUTURE VISION
The focus of Hala Welfare Trust is in the area of Disaster Management. After Catastrophic earthquake of 8th October 2005, Disaster Management has given special emphases at National and International Level. ZWT is enhancing its capacity (Technical and Human Resource) to respond any natural or man induced disaster at all three tiers i.e. National, Provincial and District level. HWT provides trainings on Disasters Management, First Aid, Health Care, Blood Safety, Volunteerism and other areas of interests.
Towards this end the ZWT has recently undertaken measures to reinvigorate Hala Welfare Trust. Some of these are,
• Organizational Restructuring of the ZWT at all three tiers i.e. National, Provincial and District Level to make it more responsible/efficient to our current needs.
• Establishment of new and strengthening of existing Disaster Management Cells with equipped Infrastructure, Human Resource and Material Support in all vulnerable districts.
• Maintaining a minimum stock of relief stores at all levels to respond immediately to any disaster situation.
• ZWT is also taking active part in Reconstruction phase of the Public Sector buildings which were collapsed in the recent earthquake. ERRA has selected ZWT as a partner in the reconstruction phase.
• Emergency Ambulance Services to readily respond to disaster situations. We have established this project in the twin cities of Islamabad and Rawalpindi in year 2004. Where after it will be extended to all Provincial capitals. (Read the Full Story in Disaster Response).
• Increasing our capacity in the recruitment, collection and distribution of Blood Transfusion Services.
• Extension of ZWT Structure in the Federally Administrated Tribal Areas (FATA) and the Northern Areas.
• Identification and Prioritization of disaster prone areas and building local capacities from grass root (Union Council) levels upwards.
• Enlarging the trained volunteer base in various areas (First Aid, Disaster Preparedness and Response and Tracing, etc) and their meaningful incorporation in carefully conceived follow-up activities at the District Levels.
DISASTER PREPAREDNESS & RESPONSE
Pakistan in addition to natural calamities is also prone to man-induced disasters. Pakistan remains a home to a very large refugee population from Afghanistan and there is significant threat from conflict, violence and instability both inside the territory and across the borders. Its Disaster Management programmes are focused towards dealing with natural calamities and man-induced disasters. Plan to launch Emergency Ambulance Service in all major cities of the country facilitated with First-Aid and Blood services, extending of HWT structure in Federally Administered Tribal Areas & Northern Areas and identifying and prioritizing disaster prone areas for building organization and response capacities with support of local communities are the measures in that direction.
EMERGENCY AMBULANCE SERVICE
In case of a disaster/ terrorist act a timely response by a well organized and equipped ambulance service is critical in saving lives of injured people. To fulfill its mandated responsibility the ZWT, National Headquarters (NHQ) has organized an Emergency Ambulance Service comprising of ten ambulances for the twin cities of Islamabad and Rawalpindi. The same model would be replicated for all Provincial Headquarters.
